[Evergreen-catalogers] Tabular Release Note Summaries

+1 to the spreadsheet idea. We've been using those here to track bugs with
a column for links to Launchpad.
Nothing wrong with this being available in both formats, PDFs for
documentation on library staff websites and spreadsheets for central site
staff/
