[Evergreen-catalogers] Item tags, AKA copy tags

We were displaying the values in the OPAC until very recently. I was trying
to add a tag to an item last night, and the label name *sometimes with the
Org Unit shortname in parentheses) displayed instead. We're on 3.1.11. I
don't know what changed.
