This is a known bug.  It is bug #1825403 if you and others would like to add heat to it.

We were displaying the values in the OPAC until very recently. I was trying to add a tag to an item last night, and the label name *sometimes with the Org Unit shortname in parentheses) displayed instead. We're on 3.1.11. I don't know what changed.

I am not a programmer, do not even play one on TV, so I have no idea of how these two fields would be linked. I'm curious as to what the specs for this development were.

That did work for me. However it's not putting in what the documentation says will show in the catalog. It's putting in the label and not the value.
This is my item tag. According to the documentation I select the type from the drop-down menu. I enter a label and a value.  The value is what is supposed to display in the OPAC.

 When the Label shows in the catalog it also shows the org unit that owns this label.

I think something is buggy with this development. Entering free text works fine. But even if I put my "value" text into the "label" box I will still get the org unit in the bookplate.

However, if you start typing in the box, tags starting with the text typed should display so that you can select them. Now I go to my item record and click on the item tags button. I can select the item tag type and there's a box to enter the value. This seems to be free text. I thought I could enter something here that would automatically fill in the value I created for this tag so the tags would be consistent. I guess I don't understand creating the Copy tag under Local Admin. I must be missing a step somewhere.
