[Evergreen-catalogers] Item tags, AKA copy tags

Hi Janet,

I don't think the documentation is clear regarding what should be typed
into that box when adding a tag to an item.

The item editor indicates that the tag label should be input:

But, I agree that the final result--the OPAC display-- is not correct.  The
value, not the label, should display.
