[Evergreen-catalogers] Item tags, AKA copy tags

There are 2 copy tag bugs on Launchpad: LP #1721012 and LP #1741980 that
seem to address part of this problem of what displays in the drop-down menu
and the OPAC. The latter is designated wishlist. I disagree with that
designation as it seems to me the whole point of adding these digital
bookplates is to have the "values" we assign display in the OPAC. I.e.
create a copy tag label, this is what the cataloger selects when adding to
an item; this links to the copy tag value which is what displays in the
OPAC.  I am not a programmer, do not even play one on TV, so I have no idea
of how these two fields would be linked. I'm curious as to what the specs
for this development were.
