Hi,
Here is what we have in our documentation for continuous feed labels that
addresses the blank labels.
Printing Hints for Successful Spine Labels

   -

Ignore the preview box on the Printer Dialog. You’ll have to print a
label to ensure everything is copacetic.
   -

On the Printer Dialog, it may be necessary to adjust the pages to 1.
Keeping it set to All has resulted in extra blank labels printing.
   -

TIP: If you’re trying to print multiple spine labels at once, try
setting the pages to 1, 3, 5,... and so on. Keeping the pages
printing to only the odd numbers should reduce or eliminate the blank
      labels.
      -

Don’t forget to check your printer dialog settings
   <https://docs.google.com/document/d/1iVUNNKc-qEdrEOGWFp9sRZtziJ8uN1o1zj3nF0HPA8c/edit#heading=h.wmwsm86zd0jx>
to ensure they are set up correctly.
   -

If you’re making edits and the printed label is not respecting those
changes, don’t forget the tip mentioned throughout this document:

After making edits, don’t forget to Save the changes to the appropriate
template, and then Apply the template even if the changes appear to be
saved. If the template is not applied, the associated label may not print
correctly!
