[Evergreen-catalogers] 005 field updates

Hi,

While working on LP#1888518 and LP#1888524, I see there's some
inconsistency starting to arise as to when and if the AngularJS and Angular
MARC editors will update the 005 field with the current timestamp during a
record save.

I'd like to ask for the following situations if there are any cases where
you all wouldn't want the 005 field updated to the current time:

- record is imported as a new record via Z39.50 (alternative would be
keeping whatever 005 value is in the incoming record)
- record is imported as a new record from a batch load file
- record is imported as a new record via the Connexion gateway
- record overlays an existing record via Z39.50
- ... from a batch load file
- .... via the Connexion gateway
- a new record is created via any of the staff client MARC editors
- record is updated via any of the staff client MARC editors
- record is deleted (i.e., should the 005 be changed to the time that the
record was deleted)
- record is _un_deleted

As a related question, do any of you have workflows that take the value of
the 005 into account?
