[Evergreen-catalogers] Cataloguing Blocks

You can restrict holds to individual org units or groups of org units in
Admin -- local admin -- hold policies. I don't know exactly how to since we
have sys admin that handle that sort of thing.

I'm not sure what exactly you mean by blocks. PINES cataloging policy is
pretty strict and requires a bib record for circulation titles -- you can't
circulate using a generic, fake record, for example. And we use OCLC
WorldCat as our bibliographic utility. So, my recommendation would be to
use matching records for the titles. Can you give us more information about
what  you are doing and hoping to accomplish with the blocks?
