Since these are ephemeral items, having brief records is the best way to
handle them so that you are not spending more time cataloging them than
they spend on the shelf :) Make sure, if you have not already,  that your
consortium doesn't have guidance or policy around a collection like this.
Keep in mind as well, that since you are now part of a consortium, you
could attach these to a better record in the bib database, and transfer the
item when you get a new set of titles for the collection.

I suggest creating a specific circulation modifier or modifiers for the
collections. You can create the circ and hold policies you need around
those circ modifiers. It is also an efficient way to pull circ stats.

I also suggest keeping them in item buckets perpetually to make it easier
to make an item or record change on a regular basis, even if you need to
touch each bib record to make title and other changes. I do understand why
you want to use the same barcodes but consider that using a new barcode for
each title would allow you to have circ stats for specific titles, if your
library wanted to use the information for collection development.

Consider a 590 local note that says something along the lines of "For Wainfleet
Township Public Library rotating collection only", and making sure the rest
of your consortium knows about the collection and the records. While that
won't guarantee keeping others from attaching holdings, it would help. You
could also set up reports that would allow you to monitor the records and
contact any offenders so they can transfer their items.

A lot of this does depend on cataloging policy with LiNC, so do consult
with them first.
