[Evergreen-catalogers] Catalog preferences in Angular

I found the bug addressing Exclude Electronic Resources not remaining
sticky:  https://bugs.launchpad.net/evergreen/+bug/1908727
The interesting thing is that it has been fixed and released for 3.7.
There is no mention of the change in the 3.7 release notes but I verified
the fix this morning in 3.7.
This bug is now marked "Won't Fix" for version 3.6

I wonder if we want to create a new regression bug to ask if the fix can be
applied to 3.6.
