[Evergreen-catalogers] Record bucket ownership

Hi Monica,

Staff have to be able to use my login to access queues from an item load so
they will also be able to access the buckets. I thought of creating the
spreadsheets for each bucket of duplicates, but was told being able to
click on the title link in the bucket was better than copying the ISBN from
the spreadsheet. As the buckets are still there, maybe whoever replaces me
will decide to use spreadsheets later.
Maybe someone will open a Launchpad wishlist bug about transferring bucket
ownership. And, while they're at it, transferring Vandelay queues
ownership.  Both would be helpful for central sites or for when staffing
changes.
