[Evergreen-catalogers] Question about Bug 1773995

On a related topic, I created a bug report -
https://bugs.launchpad.net/evergreen/+bug/1948709 - because there are
multiple settings for holdings templates:

config.usr_setting_type > staff_client.copy_editor.templates
and webstaff.cat.copy.templates
Stored User Preferences in-browser prefs > cat.copy.templates

In my local system (which has never run the XUL client) the actual settings
I see are webstaff.cat.copy.templates and cat.copy.templates. In our
environment, staff users are managed with Active Directory, each has their
own Evergreen account, use nonpersistent virtual desktops, and access
Evergreen using Chrome which they must log into and sync in order to
retrieve any browser-specific local settings.

In this environment, holdings templates are particularly fragile -  it
seems to be an issue of conflicts between the browser setting and the user
setting, where browser settings overwrite the user settings, and accurately
exporting/importing templates, as backups and to share with other
workstations, is almost impossible. Some of this may be an "us" problem,
but I do not see why there is the browser setting cat.copy.templates.
