[Evergreen-catalogers] Local catalog Z39.50 target

Keep in mind that if you use OCLC control numbers as your TCNs, users can
re-import a record from the local catalog, creating an exact duplicate in
the database https://bugs.launchpad.net/evergreen/+bug/1317170

PINES catalogers do not use the Z39.50 gateway to search the local catalog
because of this.
