[Evergreen-catalogers] adding titles from a queue to a bucket

Doug, adding things from the queue to a bucket used to be a thing, but
isn't right now. Here is at least one bug
<https://bugs.launchpad.net/evergreen/+bug/1947583> pertaining to that
issue. It's got decent heat on it, but importance isn't set.
