[Evergreen-catalogers] Feedback request: LP#1965447 (scoping of item tags in holdings editor)

Hi,

I have a small question about the patch proposed for
https://bugs.launchpad.net/evergreen/+bug/1965447. Namely, the proposed
patch restricts the choice of tags to those owned by the user's workstation
OU and its ancestors. However, the previous AngularJS holdings editor also
included tags owned by the descendants of the workstation OU.

Which behavior is preferred?

I'd appreciate guidance either in the bug or via replies to this thread.
