[Evergreen-catalogers] Using Z39.50 to Import Authority Records

Hi Will,

Development would be required for Evergreen to directly import authority
records from a Z39.50 target. Most of the infrastructure is in place, but
to take it all the way, it would be necessary to teach Evergreen:

- how to set up the attributes specifically used for authority record search
- how to save the authority record while avoiding duplicates
- to distinguish between Z39.50 profiles for bibs vs authorities

There didn't seem to be a bug about this in Launchpad, so I've opened a new
one: https://bugs.launchpad.net/evergreen/+bug/2054453

In the meantime, MarcEdit's Z39.50 client is capable of searching NAF and
SAF from LC's Z39.50 server. You can do it directly by setting it up as a
Z39.50 search database, although MarcEdit isn't great at display the search
results (it seems to assume that the client is used only for searching bib
records). MarcEdit's headings validation tool can also search and download
the authority records needed to authorize headings in a bib file.
