[Evergreen-catalogers] enhanced MARC editor in Evergreen 3.13

Thanks for testing this, everyone!

There is a known issue with ngBootstrap about keeping the autosuggest
options in view when using the keyboard to arrow up and down the list. I
don't think we have that reflected in Launchpad, but I'm tracking it over
in the ngBootstrap GitHub issue queue.

And I wanted to note that you don't need caps lock for any keyboard
shortcuts! We traditionally display letters in shortcut hints in caps
simply because that's how letters are printed on keyboards, but you should
only press the keys that are listed in the hint.
