[Evergreen-catalogers] Workflows for technical services holds

Checking the items out is certainly a good solution!

There is yet another workflow component that you might want to consider
using if you want to make sure your hold is on the top of the queue and you
want to save some time. (There are so many options with holds!) For item
holds, you can do either a "Force" or "Recall" hold.  The options are
available at the bottom of the screen when placing the hold -- see image
below.

   - *Force Hold* = place hold on item for staff user account, hold forced
   to top of queue, item routed to staff person requesting the item
   - *Recall Hold* = place hold on item, move to top of queue, item routed
   to "Cataloging" but not a specific staff person

For either option, when the item is checked in, it is routed as described
and there is no need for additional manual manipulation of other holds.
