[Evergreen-dev] New Launchpad tag: cleanup

After talking with the rest of the current release team, I added a new tag
"cleanup" for random code cleanup bugs such as removing unnecessary log
chatter, streamlining functions for clarity rather than function, etc.,
that didn't really have another relevant tag. I added it to LP and to the
wiki of the official tags.
