[Evergreen-dev] User Permissions Editor is blank, with uncaught TypeError

Hi,
We are still on Evergreen 3.9.4, OpenSRF 3.2.3 (pending a move to new
hardware); Ubuntu 18.04, PostgreSQL 14.8.
The User Permissions Editor is not loading the table of permissions, and
the browser console is showing an uncaught TypeError:
user.card(...).barcode is not a functional user_edit_xhtml.js:216. The full

This happens for any user I have tried. The page shows the user name
filled, but the barcode, first, middle, and last names are empty. When I
set a breakpoint before line 216 I can see the User object (for any user I
have tried) has all the usual data available, but no barcode.
Possibly related: If I try to edit a patron through the patron search, all
the fields are filled except the barcode. If I click the "See All" button
it shows in the popup, but the regular field is empty and highlighted
yellow.
Any help in this matter is appreciated.
