[Evergreen-general] Restricting Circulation for Certain Items by Home Library

I am sure there is a better way to do this using circ policies, but an easy way to prevent holds from other libraries is to set the age hold protection to "forever."  Our consortium uses that trick for special equipment that only circulates locally.
