[Evergreen-general] cannot delete items from Holds History

Hi,

Holds history entries cannot be deleted because the data comes from the
main holds table in Evergreen.  Removal of data from this table is
controlled solely by the aging / anonymization process.  A patron can opt
to retain the data beyond the configured aging time, but they cannot
forcibly delete individual entries from the data.

This used to be the case with circulation history as well, but was resolved
with https://bugs.launchpad.net/evergreen/+bug/1527342.  A similar solution
could work for holds.
