[Evergreen-general] Time to move to a different IRC network?

I have a preference for Libera because it seems like the logical place to
land along with the other Free/Open Source Software projects that have
already done so, including Code4Lib. I don't have much experience with
OFTC so I don't have a strong opinion for or against it.
