[Evergreen-general] STAFF INITIALS-new accounts

John,

It's true that the auditor table tracks the user and workstation when
patron records are edited, but no entry is added to
auditor.actor_usr_history when the record is first created. So creator info
is not tracked, only edit info (which is sometimes, but not always,
helpful).
