[Evergreen-general] How do you handle placing temporary ILL items on hold?

Hi Benjamin,
Some of our libraries create a brief bibliographic record with the title of
their town name followed by ILL. They add an item for each ILL item. Some
use a numbering system in the call number and others put the title of the
item in the call number.
Some of our libraries use precat records to circulate ILL items. A change
in the behavior of the precat record has had some of our libraries change
this workflow.
