[Evergreen-governance-l] Software in the Public Interest (another umbrella 501(c)(3))

Just for the sake of comparison to the Software Freedom Conservancy,
Software in the Public Interest (SPI) is another umbrella 501 (c)(3) for
free software projects. They spell out their membership process here:
http://www.spi-inc.org/treasurer/associated-project-howto.html

Note that SPI explicitly takes 5% of financial contributions to the
project to cover their overhead, along with any transaction costs
(credit card processing fees, etc) - which is a helpful comparison to
the Conservancy's request for projects to donate between 1 and 10% of
the project's financial contributions to the Conservancy.

The SPI also gives us another option as backup to the Conservancy.
