I generally support this draft of article II as modified by Lori with the additional types of contributions recognized in the eligibility section.

On a separate topic, I do have a reservation about the dues clause; I feel that a vote on levying dues should be taken by the entire membership, not just the oversight board, or at the the very least require that a supermajority of the Oversight Board must approve a votes resolution.  Obviously, dues will be a controversial issue regardless of when they get brought up, particularly among members who are individuals and not representatives of institutions, so I agree with the general approach of leaving the question of whether to levy dues undecided for now.
