As soon as possible.  The September 7th IRC meeting would be an opportunity, although I will certainly stipulate that that would be ... quick.  I think more likely is  our next regularly scheduled conference call would be an opportunity to finalize our recommendation for the bylaws, although I would *really* like to see a draft presented for general review before then.
