[Evergreen-governance-l] Updated Evergreen "Rules of Governance" as of 2011-04-29

Per the discussion of the governance committee this morning, I have
updated the Rules of Governance as follows:

  * Changed "organization" to "Board" to provide more context for the
scope of the Rules of Governance
  * Added clarification that terms of Fiscal Sponsorship Agreement
prevail; per Bradley Kuhn, we need to clarify that the scope of the
Rules of Governance is limited to the Evergreen Oversight Board, and
do not extend to the Fiscal Sponsor (Software Freedom Conservancy)
  * Added "representative to the Fiscal Sponsor" to the duties under
the "Officers" section (a bit of an awkward fit, but there doesn't
seem to be a better place right now).
  * Amended the date the agreement was approved by majority vote to
reflect today's date
  * Fixed a grammatical error (missing "of")
