[evergreen-outreach] Conference Tote Bag

My thought was that it might be something, similar to lanyards, that aren't
part of the conference budget and could go from conference to conference or
be used for other outreach things.  If that was the case, it'd need to be
more generic than the conference logo (which, again, I think is awesome and
would be great).
