[evergreen-outreach] Draft description for ALA program

I could get behind that.   Like I said, I may be overthinking it.   You
could argue that it's open to interpretation, though.    I'd want to stay
away from anything that could be easily misinterpreted.  I would just want
to be careful with the language - that's all.
