[evergreen-outreach] Website administration wiki page

[Rogan Hamby]

To be clear when I said "the right place" I meant perhaps move rather than
lumped all there but my feelings about it are luke warm at most. I'd rather
have it all in one place to find than scattered in incomprehensible places.
The lesser sin and all that.
