[Evergreen-reports] Waived fines

Hello

I'm trying to create a report for our waived fines that will tell us circ
modifier, dates, and sum. Has anyone ever done this? Would you be willing
to share it? I've tried to create a report from scratch but can never get
all of the details I need.
