[Evergreen-reports] Waived fines

Hi Sheryl,

 when we went fine free last summer I used 3 templates "Paid Fines by location with notes" "Outstanding fines and bills with patron barcodes" and "list patrons with fines owed"  - looking back none of these capture the fines that we waived during this time. I'll keep fiddling to see if I can grab the "forgive function" as a payment type or transaction. We were more focused on the patrons than the items but did use the "Amnesty - Forgive Payment" with mixed results.

I'm trying to create a report for our waived fines that will tell us circ modifier, dates, and sum. Has anyone ever done this? Would you be willing to share it? I've tried to create a report from scratch but can never get all of the details I need.
