[Evergreen-reports] Waived fines

Hi Sheryl,

I haven't actually created a report for waived fines, but wonder if you
could use the "Payments" source as your starting point?  This would allow
you to get the payment date range and the amount.   Depending upon how your
library categorizes waived fines, you could use payment type as a filter
(e.g. payment type = forgive_payment).

I think you can link through to the copy table as follows to get relevant
item data (e.g. circ_modifier):

Payments -> Billable Transaction -> Circulation Billing link -> Circulating
Item -> Circulation Modifier
