[Evergreen-reports] Count Transform in 3.13

Good Morning,

I agree that this is high. It looks like the actual functionality of the
originally chosen operator carries through - I tested with Between and it
displayed a range both in running the report and when cloning the template
and running that report. I also tested with Greater Than, and the output
reflected that - but having it display as Equals is very confusing. I'll
test this more and add any comments to the bug.
