This looks great Kathy!

One piece of feedback.  I am not sure that the 'under development' and  
'seeking co-sponsors' are necessarily mutually exclusive.

perhaps #8 could be "Idea moves forward (or not) in one (or more) of  
the following ways:"

This allows a developer to start working on a project gratis but still  
be begging for co-sponsors to "grease the wheels" of the sub-project  
in question.
