Of these choices, 2) would be better.

However, at most zoom levels (at least 0-5), both versions of the icon seem to impair map usability, because they obscure the base layer and locations almost entirely in dense areas.  If it is an option, a dot would work much better for this type of map at most zoom layers, thus creating a dot map.  Example: https://www.e-education.psu.edu/natureofgeoinfo/c3_p16.html, although for Evergreen libraries the relationship will be 1 to 1. A larger icon could be used for higher zoom levels.
