Thanks, it was certainly an improvement.  I followed up by using a color
contrast analyzer [1] and tweaked the link color further to achieve a
contrast ration of 7.3, enough to pass both the AA and AAA levels for the
WCAG2 test.

I've been using Achecker [2] to test.  However, I've discovered an apparent
glitch -- it's not taking into account the custom CSS that the update CSS
option inserts directly into the head element of the document.
 Consequently, the tool thinks that the link cover is the default from the
base theme stylesheet, not the higher contrast color that is actually
displayed.
