[OPEN-ILS-DEV] Can't locate OpenSRF/EX.pm in @INC

I am proceeding further down the install doc and have now added 
startup.pl to the bottom of /etc/apache2/apache2.conf

When I start apache2 I get the following error:

I see the module EX.pm lives in:

/usr/local/src/Evergreen-ILS-1.0.4.1/OpenSRF/src/perlmods/OpenSRF/EX.pm 

But I can't determine at which point these should have been added to the 
system.
