[OPEN-ILS-DEV] PATCH: osrf_system.c (statuses of children)

With this patch, opensrf will examine the status of each terminating
child process. Depending on the results, it will then issue a
message reporting whether the child terminated normally (zero return
code) or abnormally (non-zero return code), or was killed or
stopped by a signal.
As a result, an administrator will be able to determine more readily
what happened to the child processes.
Note that I don't have all the pieces in place to test this code
properly. I developed and tested it using a modified version with
various things stubbed out, and then grafted the new code back into
the original. Please take it out for a spin before committing.
