I checked out the code from the CVS tree, modified the example
/openils/conf/*.xml files and got autogen.sh to run.  After that, the
OPAC web interface started working more normally.

Here are a few notes for the wiki:

 I have to use cpan to install some extra Perl modules that weren't
listed in the Ubuntu server install instructions (or at least I didn't
see them)

XML::Parser
MARC
MARC::XML
MARC::File::XML

I also had to change the settings_config line in the
/openils/conf/bootstrap.conf file to point to openils.xml instead of
opensrf.xml:

settings_config                 = /openils/conf/openils.xml

To make the staff client run, I installed xulrunner using apt-get:
    apt-get install xulrunner
