[OPEN-ILS-DEV] Creating the database schema

For those not monitoring Wiki changes through E-Mail subscription or
RSS, I've updated the "Generic Apache2 configs" per Dan's suggestion
and Mike's confirmations:

This now includes the suggestion to run Apache as the "opensrf" user.
