[OPEN-ILS-DEV] PATCH: osrf_app_session.[ch] (const-correctness)

These patches apply the const qualifier to various parameters.  In
addition:

1. In _osrf_app_request_init() I set the reset_timeout member 
explicitly to zero.

2. In osrf_app_client_session_init() and osrf_app_server_session_init()
I set the userData and userDataFree members explicitly to NULL.

3. In osrf_app_session_queue_wait() I eliminated the ret_val variable
as unnecessary clutter.
