[OPEN-ILS-DEV] PATCH: osrf_application.[ch] (const-correctness)

These patches apply the const qualifier to various parameters.  In
addition:

1. I declared the __osrfAppHash variable as static, since it is not
referenced by any other module, nor is it declared in the header.  I
also removed one of the leading underscores, since identifiers
beginning with two underscores are reserved for the C implementation.

2. Likewise I removed a leading underscore from the name of the
static function __osrfAppSetIntrospectMethod().
