Ah, I didn't check the repository at the time, and saw the broken
syntax form commented out on a dev box with the SetEnvIf form below
it.  We needed to change something with whatever apache config John
had to get locale working, because we were getting paths like this:
locale/lang.dtd

There was some other i18n things I remember.  Bad internet day
yesterday.  :)  I'll go ahead and commit those.
