All statuses can be made holdable (or not).  In 1.2 this also affects
OPAC visibility.  In 1.4 statuses will have their own visibility flag,
but generally will mirror the holdable flag.  The one exception I can
think of off the top of my head is the Reserves status which is (eh
hem) reserved for academic, er, reserves.  This status could very well
be OPAC visible (for searching) but not holdable.

Status visibility and holdability will continue to be global to the
installation, however, and not configurable on a branch-by-branch
basis.  Because there is cross-site logic that incorporates the status
this is something that needs to be consistent.
