This won't work today.  The first thought that came to mind was to be
able to supply a "hours after midnight" offset to be applied when the
closing time is 00:00.  This would touch a few deep places, though,
and would require a significant effort to make sure everything works
as expected (though it would likely be a relatively small change to
the code).

Suggestions for alternate approaches would be appreciated! :)
