[OPEN-ILS-DEV] Hours for Org units

Hi Mike,

Perhaps a more general approach would be to add a 'Next day' checkbox to 
the closing time entry. Another possibility is to ask for 'next day' if 
the entered closing time is earlier than the opening time.
