I just spoke to Kevin Stewart @ RELAIS -They don't support SIP2. 
We'll need to figure something out.
We have the format of the response file... and will take a look next week.

Can RELAIS use the SIP2 interface?  If so (according to another
vendor's public information) then the Patron Record and Patron Detail
messages are apparently equivalent.
